Himachal Pradesh SheTravel Policy 2026: Guide for Solo Women Travelers
SheShield app, SheStay certification, SheGuard Marshals, and what the policy means for women traveling alone or in groups across Himachal Pradesh
By Prerna, Nomira
The Himachal Pradesh SheTravel Policy 2026 is a state government tourism initiative that certifies women-safe accommodations (SheStays), deploys trained female safety personnel (SheGuard Marshals), and introduces a dedicated mobile safety app (SheShield) for women traveling alone or in groups across Himachal Pradesh. It applies only to Himachal Pradesh, not to any other Indian state.
SheTravel Policy 2026 at a Glance
| Component | What It Is | Where Available |
|---|---|---|
| SheShield App | Mobile safety app: one-tap SOS, live location sharing, police integration | Himachal Pradesh only |
| SheStay | Women-safety-certified hotels, homestays, and guesthouses | Across HP tourist circuits |
| SheGuard Marshal | Trained female safety personnel at transit hubs and trekking routes | Major destinations and bus terminals |
| SheTravel Portal | Verified destination safety ratings and incident reporting | HP Tourism website and in-app |
Why Himachal Pradesh Launched the SheTravel Policy
Solo female travel to Himachal Pradesh had been growing steadily before this policy existed. Dharamshala, Kasol, and Bir had established themselves as strong bases for women traveling independently. But three gaps remained:
- No standardized safety certification for homestays in remote circuits like Spiti and Kinnaur
- No technology layer connecting travelers to police in high-altitude zones with limited connectivity
- No visible female-support presence at transit points used by solo travelers
Internationally, Himachal Pradesh competes for the same traveler profile drawn to Nepal's Annapurna circuit and Sri Lanka's south coast. SheTravel is a positioning move as much as a safety one, and the 2026 launch coincides with a 34% year-on-year rise in solo women travel bookings to North India (HP Tourism Department, 2026).
The SheShield App: Features and Setup
SheShield is the flagship technology component of the SheTravel Policy, built specifically for destinations where conventional emergency infrastructure is thin.
One-tap SOS: A single button sends a distress alert to the nearest police station and simultaneously notifies up to five pre-set emergency contacts with the traveler's GPS coordinates.
Live location sharing: Travelers can share a real-time location link with trusted contacts for the duration of a journey or stay. The link expires when the traveler deactivates it manually.
Police integration: The app connects directly to the HP Police control room network, reducing response time compared to calling 112 from an unregistered number at an unknown location.
Verified property ratings: SheStay-certified properties are listed with safety audit scores, recent traveler reports, and verified contact details.
Incident reporting: Reports are logged with timestamp and GPS data, routed to the HP Tourism Department's grievance cell, and assigned a reference number for follow-up.
For solo women: Download SheShield and complete onboarding before you reach Himachal Pradesh. In zones with poor cell signal (common above 3,000m in Spiti and Kinnaur), the SOS function switches to SMS as a fallback channel when mobile data is unavailable. Indian citizens register using Aadhaar; international travelers use their passport number. The app is free.
SheStay Certification: The Audit Criteria
A SheStay certificate is issued by the HP Tourism Department following a physical safety audit and renewed every 12 months. Certification covers hotels, guesthouses, boutique stays, and registered homestays.
| Criterion | Standard Required |
|---|---|
| Entry security | Keycard or deadbolt lock on guest rooms; staffed reception available until midnight |
| Lighting | All corridors, stairwells, and entrances adequately lit after dark |
| CCTV | Operational cameras in all common areas; footage retained for 30 days |
| Staff verification | All staff with room-access roles cleared through HP Police background checks |
| Grievance mechanism | Written complaints processed within 48 hours; complaint contact posted in every room |
| Emergency protocol | Staff trained in first response; 112 and nearest police post numbers prominently displayed |
SheStay properties range from budget guesthouses at INR 700 per night ($8.50) to boutique heritage stays at INR 6,000 per night ($72). Certification guarantees a defined safety floor, not a quality tier.
For solo women: Filter for SheStay-certified properties on the HP Tourism portal before booking. As of mid-2026, MakeMyTrip, Booking.com, and Agoda do not yet display SheStay status in their listings. Cross-check the property's certification number directly on the official portal. SheStay certification does not cover homestays listed only on Airbnb; verify SheStay status directly with Airbnb hosts if booking that way.
SheGuard Marshals: Who They Are and Where They Are Posted
SheGuard Marshals are trained civilian personnel, not police officers. They are deployed by the HP Tourism Department and wear a distinct uniform at major tourist touchpoints.
Current deployment locations include:
- Manali and Kullu: Old Manali bus stand, Mall Road, Rohtang permit office
- Dharamshala and McLeod Ganj: HRTC bus terminal, Bhagsu Nag trek head
- Shimla: ISBT, The Mall, Kali Bari temple area
- Spiti circuit: Kaza bus stand, Pin Valley trek registration point
- Kasol: Parvati Valley entry checkpoint, Kasol market
Marshals carry radio communication with local police stations and can assist with translating complaints into Hindi for police documentation, arranging secure transport if a traveler needs to leave a situation quickly, and routing property or transport complaints to the HP Tourism grievance cell. They do not have arrest powers; all criminal incidents are escalated to the nearest police post.
Does the SheTravel Policy Apply Across India?
No. SheTravel, SheShield, SheStay, and SheGuard are specific to Himachal Pradesh.
Other Indian states run separate, more limited women's travel initiatives:
| State | Initiative | Scope |
|---|---|---|
| Kerala | She Taxi scheme | Women-only taxis in urban areas |
| Rajasthan | Nirbhaya helpline integration | Emergency response for tourists |
| Goa | Tourist Police scheme | Dedicated police presence at beaches and nightlife areas |
| Uttarakhand | Trek safety guidelines (2024) | Safety protocols for women on registered trekking routes |
None of these match SheTravel's combined certification, technology, and personnel coverage.
Best Destinations in Himachal Pradesh Under the SheTravel Framework
Dharamshala and McLeod Ganj
The highest concentration of SheStay-certified properties in the state as of mid-2026. Multiple SheGuard Marshal posts, consistent mobile connectivity, and a long-established English-speaking traveler infrastructure make this the default starting point for first-time solo visitors.
Best for: Wellness retreats, Tibetan cultural immersion, digital nomad stays, first-time solo travelers to India.
For solo women: Dharamshala has the deepest SheTravel coverage of any destination in the state. Book SheStay-certified properties in McLeod Ganj for the July to September monsoon period, when many guesthouses in Bir and Kasol reduce operations.
Kasol and Parvati Valley
Popular with backpackers but historically inconsistent on safety standards. SheTravel has added a formal checkpoint and marshal presence at the Kasol market entry. SheStay coverage thins out beyond Kasol toward Tosh and Kheerganga.
Best for: Kheerganga trek, community travel, budget travel.
For solo women: Research individual guesthouse reviews and verify SheStay status on the HP Tourism portal for any property beyond Kasol. The Parvati Valley beyond Manikaran has limited mobile connectivity; pre-configure SheShield's SMS fallback before leaving Bhuntar.
Bir and Billing
Himachal's paragliding capital, with a fast-growing community of domestic and international visitors. SheGuard presence is at the HRTC terminal in Bir town.
Best for: Paragliding, slow travel, digital nomads, budget long-stays.
Spiti Valley
Remote, high altitude (Kaza sits at 3,800m), and the most challenging circuit in Himachal for any traveler. SheStay coverage is limited outside Kaza, but SheShield's SMS-based SOS was specifically designed for Spiti's low-connectivity environment.
Best for: Experienced solo travelers, high-altitude adventure, road trips, Buddhist monastery circuits.
For solo women: Register your route with the Kaza police station on arrival; SheGuard marshals at the Kaza bus stand assist with this. Carry an IndiaSat or BSNL SIM for the best rural coverage. Download SheShield's offline maps before leaving Shimla.
Shimla
Himachal's capital. Full SheGuard coverage across The Mall and ISBT. High SheStay property density. Accessible from Delhi in 5.5 hours by Volvo bus (INR 700 to 1,100 / ~$8.50 to $13.50).
Best for: First-time visitors to Himachal, heritage tourism, short breaks from Delhi.
When to Visit Himachal Pradesh
| Month | Region | Conditions | Notes for Women Travelers |
|---|---|---|---|
| March to May | All circuits | Clear skies, Manali accessible, passes begin to open | Peak season; full SheGuard deployment; book SheStay properties early |
| June to early July | Dharamshala, Bir, Shimla, Spiti | Pre-monsoon; Spiti circuit fully open | Best window for Spiti before late-season crowds |
| July to August | Dharamshala, McLeod Ganj, Spiti | Monsoon in valleys; Spiti stays dry | Avoid Kullu-Manali corridor; NH3 landslides common |
| September to October | All circuits | Post-monsoon; best visibility | Strongest overall window; SheGuard at full deployment across all zones |
| November to February | Shimla, Dharamshala only | Snow at altitude; Spiti isolated | Reduced SheGuard deployment in remote circuits; verify marshal availability before booking |

Exchange rate: 1 USD = approx. 83 INR (June 2026). International travelers: Himachal Pradesh requires no separate visa beyond the standard Indian e-visa. The Inner Line Permit for Spiti is obtained at Shimla or Rekong Peo for INR 100 and is the only state-entry document required.
Practical Tips
- Download SheShield and complete in-app onboarding before leaving Delhi, Mumbai, or your international point of entry. Setup takes 15 minutes and requires Aadhaar or passport number for police integration to activate.
- Filter accommodations through the HP Tourism SheStay portal directly, not booking aggregators, until SheStay status is integrated into third-party platforms.
- HRTC Himachal Volvo buses are the safest, most affordable inter-city option and assign window seats to solo women upon request.
- For any Spiti circuit route beyond Kunzum Pass, register with the Kaza police station on arrival. SheGuard marshals in Kaza assist with this registration at no cost.
- Use the SheTravel grievance portal (in-app and via HP Tourism website) for any property or transport complaint. A reference number is issued within two hours during business hours.
- The Kinnaur circuit (Kalpa, Chitkul, Sangla) shares the Inner Line Permit requirement with Spiti but currently has lower SheStay property density. Budget additional time to verify accommodation safety standards manually for this route.
